Congressman Rick Boucher remains a tough act to follow as his Ninth Congressional District Conference, "Unleashing the Celtic Tiger," gathered representation from at least two of the world's seven continents. On Monday, September 15, 2008, Wytheville, Virginia, witnessed the convergence of hundreds of new faces from Europe, Virginia, and several surrounding states of the U.S. as this year's burgeoning economic development interest and enthusiasm could scarcely be contained within the modern Wytheville Meeting Center. “Unleashing the Celtic Tiger” focused on "Southwest Virginia's Shared Heritage with Ireland and Western Europe by Promoting the Economy of Our Region Through Collaborations in Technology, Commerce, Education and Tourism." Attendees and economic development proponents from all walks of life, including finance, education, utilities, hospitality, tourism and land development, could be found in the friendly exchange of networking new ideas and opportunities, now on a global scale. This year's conference allowed for a special historical glimpse into the once-capsized Irish economy of the 1980s and the necessary resuscitating forces of change required to upright Ireland's resources during turbulent economic times. Former Prime Minister of Ireland, John G. Bruton, now serving as E.U. Ambassador to the U.S., shared his success strategy to an awestruck and captivated audience, many of whom were now personally identifying with the economic woes of Ireland's past. Within Ambassador Bruton's Top-10 list of reform items necessary to reshape Ireland's future economy stands one in particular which stirred the soul more readily than the other nine: an independent judiciary. This writer observes that southwest Virginia has sufficient headroom for growth in this area and will do well to scrap the current dysfunctional gold-trimmed flag of maritime injustices in addition to its good-old-boy gratuitous honours. Under the current judicial system the U.S. Constitution remains the gagged and bound slave of multiple

oppressive military districts created under Abraham Lincoln's War Powers and Reconstruction Acts. Following the close of the American Civil War, constitutional rights were indefinitely suspended in order to create a military court system--hence, the gold-trimmed American flag, known as a Maritime Admiralty Flag, denoting military powers, not civil rights. As long as the President of the United States continues to declare “WAR ON DRUGS,” “WAR ON TERROR,” “WAR ON IRAQ” (. . . Assyria? . . . North Korea?), you have been fairly and formally warned that due to war, your constitutional rights are perpetually suspended! It is this type of duplicity that has historically given big government a well-earned bad name. When you walk into any American courtroom or government building, you notice the flag. Does it contain a pretty, gold-trimmed fringe? The answer will be "Yes" about 100% of the time. You are technically now without the protection of the U.S. Constitution. It is the law of the sea now posing as the law of the land. The judge in a courtroom now sits as the captain of the ship. We all know that the captain can get away with anything! During the Lewis and Clark expedition, hauling those large boats from East Coast to West Coast technically make it possible to include all of America under Maritime Admiralty Law. We now see in our local court systems a systematic representation of plank walking, or to use the politically-correct term, judicial activism. Most citizens of the U.S. just suppose that they are looking at a prettier version of the U.S. flag than the one found for sale in the local hardware store. The usual stream of recent Supreme Court decisions from Washington, D.C., helps further to convince most of the populace that the U.S. Constitution has not been wholly scrapped or negated. The reality of availing this wholesome justice to the entire population (including those who cannot afford to litigate in Washington, D.C.) is elusive and deceptive at its best. Real economic development in southwest Virginia will need to be founded on an independent judiciary free of Abraham Lincoln's

military War Powers and Reconstruction Act policies. It will need to be styled on the U.S. Constitutional Republic form of government that governed our country between the years 1787 and 1860 when sovereign states made sovereign decisions, as Europe once did, prior to being economically lured into anti-sovereign one worldism and unionized politics. The legal antidote to this Maritime Admiralty baronialism would be for elected heads of states to initiate a formal peace treaty with the U.S. Government (still pending since the American Civil War of 1861-1865), thus suspending military occupation and rule over constitutionally-based civil law and to reinstate the U.S. Constitution as the supreme law of the land, thereby eradicating the current judicial activism wherein the judge makes up his own rules from the court bench, now infesting every courtroom in America. Currently speaking, court justice in the U.S. is a night-mare unending, having few favourable and wise decisions, in contrast to the days of King Solomon. Without an honest, equitable and credible judicial system, America, like unto the 1980s Ireland, will be chasing the best business ideas and entrepreneurs out of the land as expatriating investors retaliate by seeking honourable protective political havens elsewhere. A judicial and constitutional reform would quickly encourage a resurgence of domestic and foreign investment capital into our war-depleted and disaster-ravaged communities, now suffering pre-calculated financial losses from extensive economically-treasonous foreign-policy improprieties and intentional subversive compromises. The Buffalo Mountain Resort Project patriotically remains committed towards helping to upright the capsized American economy and lobbying for economic development excellence within a just, equitable and financially-prudent administration of constitutional perfection, having boundless opportunity for all U.S. citizens and investors.
